Finance and Planning Adviser Prof Dr Rashed Al Mahmud Titumir has proposed a dedicated Research and Innovation Fund to strengthen research, technology and innovation in Bangladesh.

Finance and Planning Adviser Prof Dr Rashed Al Mahmud Titumir has called for establishing a Research and Innovation Fund to expand research and innovation activities in Bangladesh.

He made the remarks on September 14 at the closing ceremony of Bangladesh Innovation Fair 2026 in Dhaka.



Titumir said the proposed fund could receive contributions from individuals and companies, while the government could consider tax-related measures to encourage private-sector participation. He also proposed forming councils to distribute funding through a competitive process.

He said many countries already use research and innovation funds to encourage research and technological development. He also called for research and technology development in Bangladesh to be institutionalized rather than limited to temporary exhibitions and events.

Titumir outlined a “3-R” strategy of Recovery, Restoration and Reconstruction and said Bangladesh needs to pursue goals including building a $1 trillion economy by 2034, sustainable LDC graduation and progress towards the SDGs.

The event also featured 50 selected innovations. The top 10 will receive awards, while each of the 50 innovators will receive a certificate and Tk 10,000 in financial recognition from the Ministry of Science and Technology.

The proposed fund could create a more structured financing mechanism for researchers and innovators, although details on its size, governance and implementation timeline have not yet been announced.
